how are all DCs located site wise? meaning: all in same site or in different sites?

We had a power outage and the master DC holding all the FSMO roles was down
for 30 minutes. We had 3 other DCs online that were not affected by the power
outage, so they were the DCs that were authenticating users and computers.
The problem we are facing is this; the master DC shows that it the
authenticating DC is one of the DCs that weren't affected by the power
outage. Also, all user login show one of these DCs as the authenticating DCs.
How do I get all users, computers, and servers to authenticate to the master
DC and not the backup DCs?
