as I just already read in a respons to this thread: you should ask yourself if there are ANY reasons NOT to do this as a starting point, take into consideration: replication (not only AD information, but also Group Policies)
I am always in favor of creating 1 domain unless there are very important reasons to create a second one.

as we in australia will be providing the administration/support for the IT
requirement for this singapore server, do you think it may be a better option
to just make this a DC for the existing domain?
