I know what you mean. I had to read it a few times to get it to sink in.
what I would do is look for the attributes the article refers to in the inetorg fix. If they are there, then you are ok.
as for the second question, as long as you run adprep /forestprep /domainprep and allow for adequate time for changes to replicate you can install new w2k3 dc's or upgrade w2k dc's.

issue, but this network is strewn with landmines so I need to tread
