Group Policy to set proxy server



I am trying to push out proxy settings via group policy. These setting are a
user configuration, however my GPO is applied to OU's that contain computer
accounts. The idea being anyone who logs into xxxxxx pc will receive these
proxy settings regardless of their user account. These settings are not
being applied though. When I run Group Policy Results the GPO is not listed
under the user configuration, but it is listed as failing under the computer
configuration due to the policy being empty. I am sure this is because there
are no computer configuration settings. However I am not sure why the user
configuration setting are not being applied. Can what I am trying to
accomplish be done?
