This sounds like an authentication problem -- or a firewall problem. I would
go through the IIS logs to look for problems authenticating or on the service
of the individual files.
You might also try posting to the sharepoint NG as they might know the
permissions off the top of their head. It is fairly straightforward, but
there are a lot of things that can come into play here.

Thank you for responding. Thus far I have been able to restrict the test
user via file access permissions when working internally. Everything breaks
however, when I put the file://server_name(or IP)/share link on the intranet.
Now from an internal PC life is grand and it pops right open, remotely
accessing I get into companyweb fine, but after clicking on the file link it
hangs forever, and IE 'stops responding'.
Suggestions for better folder level access via RWW?

You could use the Sharepoint Services that are included with SBS to provide
access. You also get a bunch of security options with SBS to encrypt and
authenticate connections to SPS. This will give you project/ Client-based
file access fully controllable by access group in AD. You might have to work
a but more to change rights depending upon the site origin, but there are IIS
filters to control access that could be brought into play.

I started creating a security group.. thinking I could put some sort of
filter stating if they belong to this group and their IP address is not the
