Active Directory not propagating

We have 2 AD machines. One is 2000 (earth) and one is 2003(neptune). We
are trying to shut down earth but when we do we get errors on Neptune group
policy saying it can't find earth.
When we look in the Group Policy editor we can see both AD servers and Earth
is showing 1st. I don't know if that is the order they will be looked at or
just in alpha order.
When we added a new user in our Neptune AD server and tried to create a
workstation for the new user it wouldn't authenticate (we added him last
night). When we looked at Earth he wasn't there. When we manually added
him to Earth he was able to log on fine (even when we took him out of
Neptune). He didn't propagete to Neptune, either.
So we have 2 problems.
1) The user isn't getting propagated to either machine
2) Obviously, our workstations are being authenticated by Earth and not
Neptune. If you are on Neptune and not Earth - you are not there. If you
are on Earth and not Nepture it is fine.
How can I make it propagate and how can I tell it to look at Neptune as the
Primary. I thought there was not supposed to be a Primary in the new AD
network as it was in the old NT networks. But that doesn't seem to be the
case here.
