In general you should NOT set the time on the workstations but let them
pull the time from the Authententicating DC.

DCs pull from the PDC Emulator (there is no "PDC").

Set the PDC accurately, by hand or using a reliable time source.

The time must be the SAME INTERNALLY (in UTC) and should LOOK
right on every machine due to the time zone setting.

This is perfectly normal. Systems KEEP time internally in UTC while
setting the Time Zone (in Data and Time applet) sets the DISPLAY to
agree with your local time zone.

This also means that non-DCs can pull time from the authenticating DC,
or that DCs can pull from the time master (PDC Emulator) without a
problem,
even if the computers are in different sites with different time zones.

All time is maintained in UTC and shown relative to the local time zone.
