MMC AD snapin cannot find domain ?

I have a Windows Server2003 machine running a domain. I can access
domain/computers/users using the MMC snapins on the server fine.
I have installed the 2003 server admin tools on an xp machine. When I run
the MMC AD snapin, it reports that a domain cannot be found because
"Naming Information cannot be located because:
The specified domain either does not exist or could not be contacted.
Contact your system admin to verify domain properly configured and is
currently online"

I also ran it using runas with an admin account, with similar results.
And yet I can browse the network, including the DC with no problems.

What am I missing here ?
