Group Policy Question regarding Security / Password requirements

Problem: Trying to created / reset a user's password and it's telling
me that its not meeting the password requirements. Length, complexity,
etc.
I dont have any of those settings turned on in any of my GPO's
I checked all the GPO settings for Security password requirements and
everthing is set to "not defined"

Does anyone have any idea where this may be set other than there?
