GPO's confusion.??

Once again I return to this group to help me understand things that Im
taught at college windows 2003 course.

They are talking about GPO's.

When I go to the /control panel / administrative tools/ there are two
Group policy links.

1. is Domain Controller Security policy
2. is Domain Security Policy

I dont understand the difference and what affect they have on what?,
eg lower workstations or only on the local computer eg the windows
2003 server they are found on.
When to use one or both ??

Second Question ...
The book we are using has us go in through the mmc / add snap in / add
standalone snap in/ group policy object etc I think you can access
the DCSP this way and DSP this way (not stand alone however).

Third question
I asume that when you go in through the mmc, Stand alone GPO's can be
created and then applyed to different groups or users, to add specific
settings to groups and users.
