There is guidance in MSKB about troubleshooting 1030 errors.

BTW, generally good to use more than a single event ID number to describe a problem as there could be multiple events that use the same number in different logs or with different sources.

In a single domain forest the IM is defunct, so you can place it on a GC without any concern. The same is true if all DCs in a domain, in a multi-domain forest, are GCs.

Note. In your environment, which appears to only consist of three DCs, make all three GCs. There's no issues with doing this. In fact, it is recommended.
