downloadinig/installing windows updates freezes laptops

We are using WSUS to manage windows updates and usinig GPO to control how
it deploys. For workstation it can happen at mid-night, however, for laptops
we have to set it to happen during the office hours.
I've noticed that everytime when new windows updates are available for
downloading/installing the laptops performs poorly - no responses to mouse
clicking and sometimes even can't start task manager. I set a laptop for
testing that uses "notify to download and notify to install". The laptop
functions fine until "windows updates are available for downloading"
appears - once I started downloading windows updates the laptop lost
responding till the downloading completing.
My questions are:
1. is this normal?
2. is there any options in WSUS that can set downloading updates using less
resources? Or is there any tricks in the GPO settings to do this?
