After I rebuild the machine, I intend to bring it back as a DC using the
very same computer name. Is this okay to do, or will this create a problem
as the domain is seeing the same computer name coming back.
i.e. its FQDN today is Server2.MyDomain.local
After the rebuild, it will come back as Server2.MyDomain.local

Hi,
As long as there is no more information regarding this domain
controller, it's ip address, or it's name it is safe to bring it back
as a DC.
You say you only have two DC's and one is going down.
Make sure the other DC is a GC and all clients are pointed to it for
DNS
Verify that you transfer all FSMO roles over to the DC that is going
to stay.
Other than that, the demotion, promotion should be a breeze.
