Some possible solutions:
1 - Try to restore from backup.
2 - Reboot in DSRM, and try to perform a DB repair an/or clean the log files and .chk file.
3 - Because you have more than 1 DC for that Domain, you can force the demotion on the dead DC and perform metadata cleanup, then you can re add the server again as additional DC. By doing this you'll need to seize roles to the healthy DC, also don't forget to have at least 1 GC available.

Hi all,
We have two root domain controllers which handle our external DNS (no users
are in this domain and all users are in child domain). One of two root
domain controllers is dead now and can not bring back online now due to
hardware issue. I need your advice. Should I seize the roles to the second
online root DC as this dead one holds schema, PDC, RID master and then
rebuild another DC using new hardware and transfers roles? Or restore from
back up? I need your advice!
BTW, I do not know why it affects the internet speed as I have second DC
which forward to the external DNS servers after child DC DNS servers forward
to the Root DC DNS servers? (windows 2003 R2)
