Domain Controller Setup at satellite office

Currently we have a corporate office (with a datacenter) and a hosted
DR site. We have two active domain controllers, one in the corp
datacenter and one at the DR site. We are going to be adding a foreign
satellite office soon. We are planning on adding a domain controller
at the satellite office. I am looking for best practices on how to do
the following:

1. Users at our CORP location do not ever go to the new Domain
Controller at the satellite office for authentication.
2. Satelitte office uses new Domain Controller for authentication, and
then can see the CORP domain controller as a backup.
