There is certainly no requirement that every DC be a GC, in fact in a multi-domain forest it probably would be a bad idea. What you do need is at least one GC in every AD site, otherwise authentication and authorization will suffer greatly.

Do ALL the DCs in each and every Domain in a multi-Domain Forest need to be

I'm confused by the wording in the General recommendations for FSMO
placement heading: "Multidomain forest where every domain controller in a
domain holds the global catalog server:" It's the "in a domain" part...
should it read "...in every domain..."
I'm also going to take Joe's recommendation and read some of Don Hatcher's
writings on Phantoms.
