Yep, done all of that and found no errors. No failures on the DC in
question
with netdiag or dcdiag.

into account slow links to dc's will also add to the testing time.
If you download a gui script I wrote it should be simple to set and run
(DCDiag and NetDiag). It also has the option to run individual tests
without having to learn all the switch options. The details will be
output
in notepad text files that pop up automagically.

Just select both dcdiag and netdiag make sure verbose is set. (Leave the
default settings for dcdiag as set when selected)
When complete search for fail, error and warning messages.

One of my DC is continually getting this error in the log:
Event ID 4015
The DNS server has encountered a critical error from the Active
Directory.
Check that the Active Directory is functioning properly. The extended
error
debug information (which may be empty) is "000020E3: SvcErr:
DSID-031B063D,
problem 5002 (UNAVAILABLE), data 0". The event data contains the error.
Searching for error comes up zilch. Should I remove DNS and re-install
it?
I have 2 other DCs onsite.

Hi,
Where is this machine pointed to for DNS? Did you try changing it to
point to the machine holding the PDC emulator role and to itself for
DNS?
After the change flush, registerdns as well as stop and start the
netlogon service to reregister the SRV records.
I have a feeling this machine is pointed to itself for DNS correct?
