I guess it's referring to giving someone that permission to "add workstation
to domain" but not actually giving them rights on that container.

Actually a user can add 10 computers to the domain by default. To adjust
how many they can add see:

I think this is a policy where you define the groups that can do it.
I've
never tested so it might even be something you set in the domain policy
instead of like in an ou
