The rule is...

To run adprep /forestprep, you must be a member of the Enterprise Admins
group and the Schema Admins group in Active Directory, or you must have been
delegated the appropriate authority.

To run adprep /domainprep, you must be a member of the Domain Admins group
or the Enterprise Admins group in Active Directory, or you must have been
delegated the appropriate authority.

Yes, it should be fine.

If yes, then the forest is already prepared to hold Windows Server 2003
domain controllers (because you mentioned you have Windows Server 2003
domains already). Now you have to run adprep /domainprep on the
infrastructure master domain controller of the domain in which you
gonna
introduce/promote Windows Server 2003 Domain Controllers.
