As Tony and Dragos pointed out load the Admin Tools on the local
workstation(s), but then create a custom taskpad, to only provide what the
Help Desk staff need to see.
You will also need to Delegate Authority to the Help Desk staff so the
changes they need to make.

How do I give access to AD Users and Computers (help desk position that
