Allow Active X for software Install

I am trying to push an MSI, and it keeps gettnig blocked by ActiveX
controll in IE. Is there a way to temp allow Active X controls, then
block again?

This is on 2000, XPsp1, XPsp2.

I would like to use GPO and AD to do this.
