Active Desktop Wallpaper Not loading Correctly

Hi,
I have a problem that most of my XP Pro SP2 machines won't completely
load a desktop background specified in group policy. They all
partially load the wallpaper, because i can see a thin strip of it
across the top of my desktops. Some of the machines work fine every
time and some work after they have had time to refresh.
I have set the policy in:
User Config > Admin Templates > Desktop > Active Desktop.
Enable Active Desktop = Enabled
Active Desktop Wallpaper = Enabled (Wallpaper Name: C:\wallpaper.jpg,
Style: Stretch)
The wallpaper.jpg file is present on the all the affected machines and
the policy itself works fine as some of the machines accept the
wallpaper.
The permissions on C:\ are set for everyone to have at least read
access.
No other setting have been changed in this policy container, and the
only other changes are the My Documents folder and My Network Places
are removed.
Any ideas or thoughts would be much appreciated.
