Server operator Group

I am working on win 2000 server at native mode
As far as i know server operator can login to all servers in the Domain .
Correct ? (1)
Server operator is a local group
In my situation server operator can't login to other servers
In active Directory at SERVERS OU which are all my servers
i gave full permission to my Printsrv1 but the Server operator user can'y
login.
Only if i put any user to the local admin of my Printsrv may login.!
I know that if i put a user to Domain Admins, of course he will be login
Any Help?????
