There's no builtin feature in AD itself, nor do MS really have one. Third
party or writing your own are the only real options. There's a whole raft
of 3rd party ones available these days, that vary in cost and
functionality. Google for AD web management or AD delegated management
tools or something for a list. Quest's ARS is a good tool, as mentioned
by JR, but is one of the more expensive tools aimed at enterprise
customers. There are more light weight offerings available.
