To validate it has nothing to do with the network you could see if you can
get a client machine to sync externally. This would validate it was a
problem with the pdc.

KB 875424 suggests you change the flag at the end of the source name to
0x8
to put the requests in client mode. I tried this and it didn't work.
KB 830092 describes a bug fixed in SP1 so this doesn't help much either.
The troubleshooting article and the article it points to don't add
anything
to the picture.
Any other possible suggestions?

I am trying (unsuccessfully) to get a Win 2003 SP1 PDC emulator to use
an
external time source for our domain. Instead of getting successful
updates I
am getting Event 38 telling me: "The time provider NtpClient cannot
reach
or
is currently receiving invalid time data from time-nw.nist.gov...."
I have done the following:
1. Followed the guidelines for editing the registry in KB 816042
2. Run the portqry -n time-nw.nist.gov -e 123 -p UDP command and
received
"UDP port 123 (ntp service): LISTENING or FILTERED" as the response. I
believe this verifies the connectivity I need.
3. Tried switching to the 0x8 flag instead of 0x1 to send normal client
requests.
4. Checked to make sure there aren't any GPOs mucking things up.
5. Unregistered and registered w32time.
6. Turned on debug logging. The log is showing that "NtpClient
returned 0
samples" when it queries the external time server. I think this just
confirms what I already know; that it isn't getting updates from the
external
server.
7. When I run the w32tm /resync /rediscover command I get "The computer
did
not resync because no time data was available".
8. The w32tm /monitor /computers:time-nw.nist.gov command returns what
looks
like a valid response indicating that my offset is about 3 minutes from
what
the external time server has.
Any ideas? I am running out of things to try.
