This is a multi-post. It was answered elsewhere by me and others. Here's
one answer.

Use w32tm /config switch (with options) to configure the PDCe in the root
domain to use either an Internet SNTP server, or get a radio clock that
synchronises with an atomic clock.

Here's a list of SNTP servers. You don't have to use a local one, but it's
probably preferable.
