This is the scenerio I see it most. Single DC, like SBS, or single DC/DNS
site/subnet, or a very undersized server.
Somewhere there was a good KB on the symptoms, but I can't seem to find it
anymore.

Agreed. The only way I've been able to reliably get around the innocuous
startup errors on a DC is to configure the DC's DNS client primary DNS
setting to use a DNS server that is up, running, and reachable.
However, many times this just isn't the optimal operating configuration,
so I just ignore the startup error. Monitoring tools still whine about it
though.
The part that is bugging me is that 1) this SHOULD work and 2) it doesn't
give errors on all machines.
Why should it work? It has to work for a single DC-DNS server.
AD needs to start for queries. DNS needs to start for queries. THEN
NetLogon needs to register the names.
