You should run your company software analyses to check what is slowing down the server, maybe CPU, Memory, disk etc...
You can quickly look at task manager and check which processes are consuming more resources, maybe some virus or worm is consumming more resources than expected, etc... or you can run net monitor, perfmonitor for deep analyses

I have in place a Windows 2003 server. I have two NICs and everything is
running smoothly with AD with one exception. When traffic really gets busy to
the internet everything slows to a crawl. I only have half of my clients
even on the domain and am afraid to go further until I solve this problem.
I see in technotes that:
Proxy and Network Address Translation (NAT) devices can restrict access to
ports. DNS uses UDP port 53 and TCP port 53. The DNS Service Management
console also uses RCP. RCP uses port 135. These are potential issues that may
occur when you configure DNS and firewalls.
Is this possibly slowing me down? Everything is going well until traffic
gets going.
