Software installations & Administrative Rights

We administer small networks, typically less than 25 users with a
mixture of Server operating systems including SBS2000, SBS2003,
Windows 2000, & Windows 2003 Server.
Periodically, we have to install software on the workstations and it
will require administrative rights to do so and Power Users is not
sufficient to permit these installations.
What is the best method, either at the local policies on workstations
or within the Active Directory/Policies to permit these installations
without making the users who are logged into the workstations members
of the "Administrators" or "Domain Admins".
