Only performing this on the server does not cut it.
You have to deploy the new time zone (which consists of a bunch of reg keys) to all clients as well.
Search this newsgroup, the question has been answered about 15 times in the last 3 weeks

We have a small network consisting of WinXP clients and a Windows 2000
Server with Active Directory.
I know that the WinXP clients sync the time to the AD server, and from
what I have read as long as I patch the WinXP clients, they will read
the new Daylight Savings Time properly.
Unfortunately, MicroSoft has not seen fit to provide an update for
Server 2000! :(
From what I have read, it looks like the easiest thing to do is to use
tzedit on the Windows 2000 Server to make the adjustments manually for
the time zone that the server resides in - specifically the Pacific
Time Zone.
Our e-mail and web sites are hosted externally, and we are not running
"exchange".
So is this the best way to deal with this issue????
