Yes, you are being overly cautious; here's why:
With only one domain or a small number of users in multiple domains
he can do NO harm with all GCs.
Most people who are new to AD have far more trouble with MISSING
GCs which do cause significant problems for them.
So we really do want him to make everything a GC with 150 users.
That is the truly conservative position -- make sure he has not missing
GC problems as long as he has even one DC available.
Still, great that you point it out ( and I think some others did as well,
but they're not as quick as you :)
Even making a GC an Infrastructure master WITHOUT making all
DCs into GCs will cause no serious problems -- renaming accounts
MIGHT not LOOK right in a multi-domain environment.
