If you aren't ruling out 3rd party commercial tools, consider Active
Administrator from ScriptLogic (http://www.scriptlogic.com/aa). It
will provide the functionality you are looking for and a lot more
including management of the delegated permissions, Group Policy
management, Active Directory real-time auditing and backup/restore for
your Active Directory.
