No, his description is perfectly consistent with ALL DCs being GCs in HIS
multidomain environment.
If the GC is on the Infrastructure Master then all DCs in that domain need
to be GCs.
In a small forest there is no significant additional replication for all
DCs being
GCs so with his 150 users there is no reason for him to skip this.
IF the user domain were however 100,000 or more users (while still having
a
virtual empty root domain) then he could safely make every DC in the
"larger"
domain a GC even if this was a poor choice for the empty root.
