The GPO has to be assign to an OU that contains all the workstations that
need the local admin, hasn't it?
Generally that is the way to do it.
[Being picky: technically it is called "linking" a GPO to the OU.]
You have to link the GPO to a container that includes all of the machines
that need whatever features the GPO sets -- linking to Sites, Domains
(as a whole), or any OU is possible.
