It seems an arbitrary requirement to disallow trusts which ADMT
requires but ....
Take a copy of the NT4 domain (or use the existing production one)
and upgrade it to Win2000/2003, then use LDIFDE to export and
import to Win2003.
Ugly but will work and meets your requirement.
