Yep, in Windows XP Pro you can find it under:
User Configuration
+ Windows Settings
++ Internet Explorer Maintenance
+++ URLs
++++ Important URLs
Check the box that says "Customize Home page URL" and put the URL in there.

I am looking for a way to force all client computers to bring up our
Sharepoint site as their home page. There is a Group Policy setting in
Vista
"Disable changing home page settings" that has a space to enter a default
home page. This same setting on server 2000, server 2003 and XP are all
missing the place to input a home page. Is there a way to add this
feature
to a Windows 2000 domain? If not, is there another way to easily force
this
setting on XP clients?
