Firstly, ensure that your clients (workstations, member servers and DCs)
point to both DCs for DNS if you are using AD-Integrated zones. If they
are, then the problem is likely DSACCESS/ DSPROXY. What version of Exchange
are you running (including SP level)?
Also, is DSACCESS statically configured or set to automatically discover?
Also, ensure both DCs are fully up and running (DCDIAG /TEST:Advertising)
