Hi
Yes, make it a GC and make sure that you perform metadata cleanup for the dead server, don't forget to manuallt remove it from ADSS. For the FSMO roles you need to seize any FSMO roles owned by the dead DC.
Go to MS support articles nd search for metadata cleanup and seize FSMO roles.

Had two DC's, but only one was GC. The DC with GC died.
Probably can't recover to get the old GC data back on the second DC, but can I at least make the second DC start a "new" GC?
It did let me make it the owner of all the FSMO roles.
