How To Change Active Directory Permissions

Hello. I am wondering: is there any way to change Active Directory
permissions (i.e. configure which domain users can *see* items listed
in active directory, and which users cannot)? This is related to my
last topic

and I'm wondering if somehow the permissions that users need in order
to view Active Directory objects are set incorrectly.

When I pull up the Active Directory search box from the Network
Connections box (Windows XP Pro, workstation joined to to the domain),
no matter what I search for, I receive 0 results. I cannot see the
domain users, so I can't give them permission to access local shares,
printers, etc.
