Only if you disable access to the CDROM drive and USB ports. Otherwise, no.
Unless of course you lock down the permissions on the workstations, but they
have write access to their profile, so this won't really help.
If you're a larger enterprise, there systems management tools that can help
with this. Otherwise, you need to lock things down via GPO. Blocking the
USB drives is all or nothing unless you have Vista.
