Warning :There is less than 11% available RIDs in the current pool

Greetings All,
I am getting an error about the % available RIDs in the current pool when I
run DCDIAG on my domain controller that holds the RID FSMO role. All of my
DCs are running Windows Server 2003 with SP1 but my functional levels are
not.
domain functional level: Windows 2000 native
forest functional level: Windows 2000
Other than this DCDIAG is not reporting any other errors or warnings. Can
anyone suggest where I should start with this? Is it a simple matter of
allocating more RIDs are does this mean that something is broken?
