Use the adsiedit.msc and Modify the showInAdvancedViewOnly attribute of the user object to false.

I made a discovery. When in Active Directory, if I go to View => Advanced
Features, then I see all the accounts I need. Some of these domain
controllers used to be Windows 2000 and were upgraded to 2003. It seems user
accounts are OK, until we make a change to them (originally created in 2000
and changed in 2003) and that's when we can onlyl see them when using the
Advanced Features view. So, I don't believe this is a replication issue.
Any other ideas?

Use replmon and check the domain for replication errors (available from the
menu).
This will query all DCs in the domain.
