Yes, it does.... but not on demand. It will allow you to launch an
application when the user logs on or logs off (quite similar to putting
it in the Startup folder in Windows, with a bunch more options, though)
as an admin if you want to do that. However, if they close the
application it will not allow them to re-open it as an admin.
If you are wanting to completely eliminate the need for users to be
admins on their workstations, you will need to find out exactly which
permissions these applications are needing in order to function and
setting those ACLs correctly for that.
In my experience, the main problems have been file system and registry
permissions. Your best bet is to use a couple of free utilities
(FileMon and RegMon, available from www.sysinternals.com) to determine
where your problems are.

almost all users are administators of their computers because some apps
