If not, is there a way to set a default printer locally for all users?
R2 of Win2003 has a new "Print Management Component" for GPOs:
If you have a DC running 2003 SP1 and a DC running 2003 R2 on the same
domain, does the "Deployed Printers" node of the GPO only appear if
you're editing that GPO on the R2 server?
I am keen to use this feature and we updated our existing schema to put
our new R2 server on. Now I'm hoping the fact that 2003 SP1 doesn't
have this capability itself won't prevent me from being able to use it.

Is this a free download for Windows 2003 enterprise users?
Sorry folks, I don't know but believe this is an R2 only feature, but
it may work fine if you set it up from a Win2003 R2 server even
though there are other non-R2 DCs.
You will have to test it, or ask someone who has tried it on R2 etc.
(I only run a few R2 servers and no DCs yet.)
