I forgot to say that if you only 2 have DCs windows 2003 you should make your FFL windows 2003 so that you can take advantage of LVR, of course in your situation you probably don't have a very busy AD but by having LVR in place you'll have less AD traffic in your lines.
UGMC=Universal Group Membership caching
LVR=Linked Value Replication
FFL=Forest Functional Level

What does UGMC stand for? Sorry if it's a dumb question but I have a similar
issue and would like to see if it applies to me.

Hi
Assuming that you have only 1 domain, Start by disable the UGMC, there's no
need to have that enabled, make both DCs GCs, you don't have more
replication traffic by making both DCs GCs because they belong to the same
domain and each one have the same information in their AD database, so the
cost of having both DCs as GCs is nothing, then make sure that the client
machine use their local DNS server, and finally analyse your traffic and
make sure that you don't have any application or machines trying to reach
the other DC in the other site, or any other member server.
