Is the AD DNS domain a single label name ("DOMAIN" rather than the required
minimum of 'domain.com', 'domain.local', etc)?

How are you implementing the netdom command? Can you provide us with the
exact command syntax you are using?

It's actually suggested to use the domain's FQDN (domain.com) instead of the
NetBIOS name of the domain when joining.

If you go into the XP machine and attempt to manually join it, whether by
NetBIOS or FQDN, does the same issue occur?

Can you provide an ipconfig /all of the DC please?

Any errors in the DC's event logs?
Firewall on the XP client?

I would honestly suggest to eliminate the router as the DHCP server and use
Windows. Windows DNS and Windows DHCP APIs work hand in hand to facilitate
registration, which is based on Option 081. Not too many routers support
this feature.
