The apps are installed after logging in.
I can't say whether it's the first time they log in to that particular
computer. 23 students and 23 laptops. What are the chances
they pick a laptop they've used before? I guess some will and
some won't.
It's pretty sure though that another student has used the laptop
before (recently) as the laptops are intensively used.

AD software management will install apps regardless of the rights of the
user logging in. Although AD managed apps are usuallly installed via the
comptuer part of the group policy object. Are the apps being installed
when the computer is starting or after a user is logging in?

the students simply don't have the rights (via GPO) to
uninstall apps.
That's why I don't understand the re-installing.

Someone may have uninstalled the applications that were there before, or
they may have needed updates. Group Policy is used to push out software
through MSI--it is actually a pretty common method of deployment. Simply
let them roll with it and if you have any further questions ask the
Network Admin :)
