There are all kinds of third party tools already available that do what
you're after: Consider tools from Quest, CA, Oracle, Sun, Microsoft and so
on.

As for languages if you decide to roll your own, I don't believe those are
listed are going to be mutually exclusive. Third party is very attractive
because of that.

I haven't seen any open source I'd recommend. I'm interested to see if any
exist, but I think it would be kind of "culturally interesting" if there
were considering that open source is known for being developer friendly in
this type of application, and then I'd have to wonder why the developer
wasn't building their own :)

So, my questions are:

1. For custom development, I think there are three options available: LDAP
API, ADSI, .Net System.DirectoryServices namespace. Which one would be
best
choice here and why?

2. I'm sure there would be some open source or third party tools available
for these functionalities. Can you recommend some good ones?
