-Make sure that each DNS server points to itself under NIC preferred
DNS.
When I make DC2 point to itself as the first DNS entry, then reboot,
it can no longer access active directory at all!
Error
Naming information canot be located for following reason. The server
is not operational.
DC2 seems to access active directory only when it has DC1 as its
primary DNS

Ok, time to get some config specifics to better help further. If you can
post the following, it will better help us at this point to help you.
1. Is DNS installed on DC2?
2. Is the AD DNS zone AD Integrated?
3. If so, what replication scope is set on the zone on DC1 and on DC2? (If
different replication scopes, that will cause major issues).
4. What errors, if any, in the Event viewer on both DCs?
5. Is the AD DNS domain name a single label name ('domain' rather than
'domain.com', 'domain.local', etc)?
6. Run a dcdiag /v /fix > c:\dcdiag.txt, and paste the results in your reply
please.
7. Run a netdiag /v /fix > c:\netdiag.txt and paste the results in your
reply please.
8. Unedited ipconfig /all from both DCs please.
