I meet the same problem,
I have 2 dc .when my primary dc broken, I reinstall use another name.
upgrade to primary dc, during this time ,the FSMO role transfer successful.
Normally after this, in the MMC if I add the snap-in Group Policy Object
Editor (two DC have the same error), I can select the default domain policy
without
problem.
In my case, if I add this snap-in, I have an error. This error tell me that
"The DC controller for the operation Group policy editor is not available." I
can select from a popup one of this 2 options:
"The DC with the token of master operation for the PDC emulator" or "any
available DC".
Then, if I select the first option (token PDC) I have another error, telling
me that is impossible to find another DC and that there could be a policy
that prevent to select another DC.
I found the primary DC have no share the SYSVOL and NETLOGON folder
I manual seting the sharing properties for the two folder.
and I found the Group policy editor is working but lost the
start up script. and the adtional DC shut down the old Group policy can't
working!
who can help me solve the problem???? thanks

I can replicate all AD through "Sites and Services", NTFRS running without
problem, verified RPC, Netlogon, ntfrs service, ping, dcdiag. I only have
one location for all DFS folders and they are not replicated at this time. I
get minor errors with dcdiag as follows:

The SYSVOL can prevent the AD from starting.
